Balance is due for action as a starting point. In fact, action is extremely important (in our philosophy it is actually crucial). But in order to prepare an effective and productive action, we need to start it from a solid platform. We need to be ready, stable, strong. In short, we need to have a reliable balance. This is the same principle we often find in sport activities.
As a matter of fact, it is not written on a rock (as a law) that we must move around all the time. Action is very relevant in a philosophical life. But so it is meditation. And also salient are all the other moments we spend in finding the right equilibrium, that is a special point at the centre of our soul. Moreover, obtaining a balanced condition is the best starting point to go back, forward or wherever we choose to (or must) go.
